Campaigners will be in Chelmsford High Street tomorrow (28/11), collecting signatures for a petition against Chelmsford Council's proposals to fine homeless people for rough sleeping.

They will be near the Lloyds Bank building from 12pm-2pm.

A consulation is now running asking if those sleeping rough should be fined up £100 by the council. 

Campainger Andy Abbott said: "It almost sounds like satire, or a spoof. But this is no joke, the council really do have an absurd plan to fine those that have nothing, for the 'crime' of having nothing. Homelessness is not a crime."

He added: "There is clearly a great deal of feeling against the council's proposals, as demonstrated by a couple of thousand people already signing an on-line petition. So we have decided to also launch a paper petition, to futher build opposition. If councillors recognise that this is a very unpopular move, then hopefully they, especially ones in marginal seats, will change their minds."
